There have been several "onion-routing" projects, from 'free' ones
(www.onion-router.net) to paid ones (www.zeroknowledge.com).
The problem with this is that it requires quite some investments in
infrastructure & traffic costs, etc. People tend to give up privacy
quite easily if they have to pay for it :)
Freenet most likely does some form of onion routing as well.
