The same article also mentions that cases where Kashmiri Muslims are
victims and often the army the perpetrator are similarly stuck. Wonder
why you chose not to highlight that. The government is indeed
complicit in crimes, as you say, and the Armed Forces Special Powers
Act is a tool.
