Kshmendra Kaul is basically saying that as he enjoys his Rights, he
must therefore follow the Duties. However, the Constitution says that
the Duties are not mandatory or legally enforceable. They are in that
sense like the Directive Principles of State Policy - advisory in
nature. Denial of rights, however, can be challenged in the Supreme
Court.
