Dear Murali ji

I feel that any step should have public support, and therefore imposing a
civil code without any support is wrong. Moreover, people are not patients
who will take the 'medicinal' code passively, but they are 'agents' who will
actually change their behavior or not (depending on social circumstances as
well) with respect to the code.

Therefore, the code itself must be debated in the first place.
