Yes, but it need not be chaotic. First, a debate needs to take place among
intellectuals concerned on the subject itself, followed by the upper class.
At the same time, simultaneously, it needs to be taken at the grass root
level, among the people, who are then told about the different points of
view. The merits and demerits of each view must be made heard, which is
quite possible through the gram sabha. At the same time, what must be looked
at is that no infringement of the deserved freedoms of individuals of any
section or group takes place, which is unjust.

And say after a proper debate for about a year or two, let us go for a
referendum. After all, that is very little time compared to the time taken
for the Right To Information and the NREGA to get passed after so many
struggles (of which most of us would have heard little or nothing about).
