The blow hot, blow cold approach of successive Union Governments has only allowed separatism, inspired by Mohammad Ali Jinnah’s Two-Nation Theory, to haunt India six decades after it rejected the divisive doctrine.Beginning with the then Union Government’s voluntary reference to ‘referendum’ at the UN after Kashmir’s lawful accession to the Indian Union, the grant of a special status through Article 370 that was followed by the Delhi Declaration of 1952 that allowed further concessions such as a separate flag, etc, the pliability exhibited by New Delhi is germane to the subsequent growth of fissiparous tendencies that now challenge the sovereignty of India over the State of Jammu & Kashmir.Such follies committed over the decades have only fostered rapacious extremism.
