Discussion:

Prohibition of Employment as Manual Scavengers, Their Rehabilitation and
Alternative Humane Mechanisms to Clean Modern Drainage and Sewerage System

Succumbing to the progressive people's struggle bolstered by Supreme Court
orders, Central government has tabled a 'new' bill before Parliament;
Prohibition of Employment as Manual Scavengers and Their Rehabilitation
Bill, 2012.  Though this bill seems to be de jure a step forward but de
facto lacks a detailed vision for liberating manual scavengers even when
contrasted with 2011 Draft Bill prepared by P.S. Krishnan, former Secretary
to the Government of India. The definition of manual scavengers remains
narrow without any visible responsibility on concrete rehabilitation for
them. Newspaper reports continue to bring out sordid detail of human hands
still being employed for modern drain cleaning to unblock clogged sewer
instead of using appropriate machines, leave alone thinking of an
alternative drainage and sewer system. The voice of the people struggling
for a progressive world seems to remain unheard. It is with these concerns
that students of MIDS would like to invite you for a discussion on
Prohibition of Employment as Manual Scavengers, Their Rehabilitation and
Alternative Humane Mechanisms to clean modern drainage and sewerage system.
This preliminary discussion will be followed by further similar discussions
on the same issue in the coming week. The details of it would be
communicated accordingly.

Discussion will be moderated by Dr. C. Lakshmanan (Asst. Prof., Madras
Institute of Development Studies, Chennai). The panellists are
