Can civil society be seen as an agent of positive change in India today?
Through a critical examination of the work of Antonio Gramsci and Partha
Chatterjee, Mihir Shah enunciates a framework within which we can answer
such a question. He also carefully differentiates empirically the different
strands within civil society, seeking to ensure that we are not blinded by
the selective glare of media attention.


Dr. Mihir Shah is Member, Planning Commission and the National Advisory
Council. After a makeover of MGNREGA, he is working on the management of
water resources in the 12th Five Year Plan. Shah studied Economics at St.
Stephen's College and the Delhi School of Economics before completing
doctorate at the Centre for Development Studies, Kerala. After teaching for
some years at the Centre, he founded Samaj Pragati Sahayog (SPS) one of the
largest grass-roots initiatives for water and livelihood security, working
across 72 of India’s most backward districts.
