I had a look at http://kafila.org/submissions/ and find

Further they do not have detailed guidelines on copyright, creative
commons licensing and related aspects.

It follows that the Kafila.org editorial board is clueless about what
constitutes
document freedom, free software, digital freedom and lots more.

Hopefully they will reform themselves.
