I. INTRODUCTION & BACKGROUND
The Improving Healthy Behaviors Program (IHBP), managed by the U.S. nonprofit agency FHI 360, is a USAID-funded project to improve adoption of positive healthy behaviors through institutional and human resource capacity building of national, state, and district level institutions. The project provides technical assistance to develop sustainable national, state and district institutional capacity to design, deliver, and evaluate strategic evidence-based communication programs that will:
a)	Increase knowledge and attitudes of individuals, families, communities and health providers about health;
b)	Promote an environment where communities and key influencers support positive health behaviors; and
c)	Reduce barriers of vulnerable populations (e.g. women, persons living with HIV or PLHIV, TB patients) to demand and access health services.
The project focuses on four program areas – HIV/AIDS, family planning/reproductive health (FP/RH), tuberculosis (TB), and maternal and child health (MCH). The IHBP project aims to build the social and behavior change communication (SBCC) capacity of Indian government officials and health workers at national, state and district levels under the Ministry of Health and Family Welfare (MoHFW), Department for Women and Child Development (DWCD) and the Department of AIDS Control (DAC). The frontline workers shall in turn influence the community to adopt positive behaviors.
A key role performed by IHBP in building the SBCC capacity of the Indian government officials and health workers at the national, state and district level is the development of evidence based 360o communication campaigns. IHBP’s approach to designing a 360o communication framework includes the development of various mass media, mid-media, and interpersonal communication (IPC) outputs, as well as exploring the possibility of integrating any innovative use of media.
