Subject: Earnest Invitation to take active part in "People's Climate
March" & preceeding Conf. Sept 19-20

Dear friends,

Many groups in India together are organising a People's Climate March
(PCM) in Delhi on Sept.20 - where we expect about a 1000 people to
turn up with demands from various sectors /areas, to the Indian
leadership and the world's leaders -- that they take urgent action to
tackle the climate change crisis. We expect that different groups will
raise their sector specific demands, that integrate into clear
pro-people, pro-environment action.

The PCM will start at 10 AM from Mandi House, and end at Jantar Mantar
by 1 Pm or so.   The preceeding day - Sept 19, we are also organizing
a conference for building collecting understanding about the larger
issue, and its connectivity with various sectors.  This will be at the
Indian Social Institute, Lodhi Road area (behind Sai temple), from
10AM to 5 PM.

People will also demand that the governments move away from the
primary contributor to climate change -- COAL burning, and also from
false "solutions" like big-hydro, nuclear, waste incineration,
soil-carbon sequestration, CCS or so-called "clean coal", GMOs,
high-energy infrastructure, REDD+ (which threatens forst communities
by reducing forsts to purely carbon sinks, further marginalising
forest dependent communities) etc and also demand that the energy
systems be shifted away from dirty coal to people & environment
friendly distributed renewable energies.

As this will likely be the biggest public mobilization in India till
date, on the issue of Climate Change crisis, and demanding concrete
pro-people & pro-environment actions on this front,  we will request
you to please come for both 19th and 20th of Sept., and help raise the
demand for positive climate action with all strength.  Being part of
the Civil Society, it is our responsibility to take urgent steps -
here & now - to try and prevent future catastrophic climate change.

On behalf of PCM organizers, we invite all kinds of people's
movements, frontline communities and grass roots organizations, NGOs,
student bodies -- who feel that their issues are somehow connected to
the global climate crisis and the underlying capitalist development
causing this.
 We hope that these representatives will participate and highlight
their specific climate-connected issues and the dagerous false
solutions the governments are trying.  All are welcome to use own
banners/ placards.

The organizers can reimburse modest travel costs (bus/ SL class rail
fare) and have arranged for local hospitality, for outstation
participants.

We also warmly welcome those in Delhi / around, to join on both days.

PEOPLESCLIMATE MARCH – NEW DELHI

SEPTEMBER20TH 2014

Peoples ClimateMarch New Delhi is targeted to be a rally of about 2000
people from variedwalks of life, on the streets of central Delhi on
the 20th ofSeptember (Saturday). This rally is aimed at highlighting
the impacts ofclimate change that India is already witnessing and urge
the Government toseriously consider and address the issue on all
fronts. The severity andfrequency of the impacts of global warming are
rising every year and that posesa grave threat to the large vulnerable
population in India and elsewhere. From the devastating extreme-rains
and floodsin Uttarakhand to unseasonal hail storms in western India to
dangerous droughtsall across to back to back cyclones in the east
coast, we are already witnessingan increasingly extreme weather
future.Facing such large nos. of extreme climate events, the
WorldMeteorological Organization (WMO) had to declare the last decade
(2001-2010) as“the Decade of Climate Extremes”, and the current decade
is showing no signs ofletting up.

What we need isstrong and swift political action by all nations,
translated on the ground andas we know, that can only come through
greater public mobilization and pressure.

Why:

Therally aims to achieve the following goals –

a.Highlight the urgent concerns of a large, diverse community of
people who are seriouslyinvolved and collectively demand urgent
actions to tackle climate change, bythe government & other actors;

b.Highlight the impacts India is already witnessing in the form of
increasingly severedroughts, floods, hail etc and make the connection
to the contributing factorscausing this climatic changes;

c.Get large media coverage of the rally and project the aforementioned
goals to awider audience;

d.Establish relationships with the various groups who are concerned
and workingon related issues, for similar collaborative efforts on
climate change post thisrally;

e.Clearly send a message that the people are not willing to suffer
double impactsof false solutions under the guise of climate change
measures;

f.Put forth a set of demands/asks that we collectively draft to the
PMO throughthe rally

Background:

Onthe 23rd of Sept. 2014, UN Secretary General has invited all headsof
governments to the UN head- quarters in New York, ostensibly to speed
upaction on the climate front. To demandreal and effective climate
actions by all nations, a huge gathering of people –estimated to be
over 100,000 - will be marching on the streets of New York cityon the
21st of September.This Delhi march is one amongst many similar public
events happeningaround the world in solidarity and also to put
pressure on the Indiangovernment to take concrete and urgent actions
to tackle climate change.

Whilewe welcome the summit in New York, we also want to express and
highlight ourconcerns with the corporate influence on the summit.
There are real fears thatwe will see the promotion of dangerous anti
people solutions like clean coal,climate smart agriculture, nuclear
energy etc. that can have serious negativeimpacts on the poorest and
most vulnerable in India. Indian PM Narendra Modihasn’t confirmed his
attendance at the summit but the mobilisation in Delhiwill send out a
strong message that we will not accept “false solutions” toclimate
change and demand a people driven climate agenda.

Who:

College students, kids, other civil society allies, variousfrontline
communities living low-emission lives and practising
low-carbonenterprises, young professionals, 'rights' groups, Resident
WelfareAssociations, farming communities and many more will join the
rally. We are working at a creative, diverse and powerful rally. Giant
puppets of windmills and solar panels,inflatables of power plants,
masks, banners, placards and thousands of peoplewill adorn the streets
of the capital city.The rally will end with a gathering at Jantar
Mantar where speakers fromdifferent parts of the country will address
the audience.

We are also planning that the previous day, 19thof Sept., many of
these groups will gather for a consultation and collectivelysharpen
their understanding about the larger climate issue and the
connectionsbetween their immediate concerns and the climate debate.

*** Some of the frontline groups we are expecting to join the people's
climate march (PCM) --

Struggles against dirty coal -- Energy is at the core of the climate
change crisis, as the massive use of fossil fuels – coal, oil and gas
– has contributed to creating this crisis in the first place. Those
struggle groups at the forefront of resisting coal mining and coal
power plants are actually fighting to save the planet from devastating
climate change, and should take a prominent part in this rally. That’s
why we are requesting all anti-coal struggles to join and strengthen
the collective voice.

Rickshaw pullers, cyclists, public transport workers -- Transportation
is one of the major contributors to climate change, with a
contribution estimated at about 14%, and fossil fueled motorized
transportation, primarily privatized ones – are the major
contributors. Our cities and villages still use a fair bit of no or
low-emission transportations, like bi-cycles and cycle-rickshaws, and
those using /providing these services are actually working to avert
the climate change crisis. And yet, our governments often create
hurdles in their use and plying, in favour of fuel-guzzling private
motorized vehicles. We wish to highlight the stellar role these zero
or low-emission transportation modes are playing, and are inviting
rickshaw pullers unions, cyclists’ groups etc to join the rally in
strength. We are also inviting public transportation workers to join
this rally, to highlight the necessary shift from motorized private
transport to public transport (electricity driven in future).

Struggles against nuclear and big hydro -- To satisfy the fast
increasing energy demands of our growing consumerist society, and also
in the name of ‘climate friendly’ energy, governments and corporations
have often promoted devastating technologies like nuclear power or big
dams, both of which impose enormous burdens and threats on the
surrounding populations. The rally also wishes to send a strong
message to our government and to the UN that the people will not
tolerate such false solutions and will not accept anything that harms
the interests of the already vulnerable communities.

Struggles against mindless urbanization -- Increasing and mindless
urbanization at the expense of forests, wetlands and agricultural
lands, is also accelerating climate change causing green house gas
emissions. The aggressive pursuit of Industrial corridors along with
massive urbanization is not aggravating the climate change crisis, but
is also depriving millions of our food-growers from their essential
assets and livelihoods. To highlight this, we are inviting these
people’s movements to take part in the rally in large numbers and put
forth their demands strongly.

Renewable energy advocates -- Our societies future lies in the much
less damaging renewable energy sources like wind, solar, micro-hydel
etc. In spite of mouthing promises about increasing renewable energy
use, our government’s energy plans are still very heavily dependent of
fossil fuels, dangerous nuclear fission based reactors, and community
destroying-village submerging big hydro power plants. All those groups
working towards promoting a far greater use of renewables are
earnestly invited to join this rally to highlight and demand a fast
and planned transition of our energy system to renewables, with focus
on decentralized, community controlled systems.

Urban waste-workers community -- One significant contributor to
climate change is from urban solid & liquid wastes, and the present
method of methane (a green house gas 22 times more powerful in causing
global warming) producing garbage dumps. The dirty alternative of
incineration is extremely polluting and health damaging, emitting very
toxic gases like dioxin and furan. And yet, these dirty alternatives
are being promoted in the name of climate solutions, while our cities
have a far more climate friendly and livelihood generating way
practiced by lakhs of our waste workers, who need to be given
facilities, protective gear and rights to practice their environment
friendly methods. To highlight this, we are inviting waste workers
groups /unions to participate in large numbers, with their own banners
and demands.

Forest dependent communities --Forests are known to be one of the big
sinks absorbing carbon dioxide and moderating the adverse impacts of
climate change, and yet, our governments are permitting rampant
deforestation in the name of industrialization / development. This is
also impacting the lives of multiple millions of forest &
forest-fringe dwellers, who are at the forefront of the climate saving
struggle. In the name of saving forests, dangerous-for-forest-dwellers
plans like REDD+ (reduction of Emissionss through Deforestation and
forest Degradation) are being pushed. many forest areas are also being
handed over to private corporations for commercial exploitation -
displacing thousands of forest dwellers, and excerabating climate
change. We strongly urge the diverse forest people /forest workers
groups to take part in this rally and highlight both their
contributions and their demands.

Coastal Fish-workers and farmers -- Our coasts are one of the most
severely impacted by climate change effects, with sea levels rising
and warming up, salinity ingress etc. Being the frontline community at
the coasts, coastal fish-workers are the most endangered – also by
mindless “coastal development” of big ports, resorts etc. Coastal
farming is also badly impacted by these. We earnestly invite the
fish-workers community to come join this rally to demand urgent
actions to mitigate climate change and save the coastal people from
its worst impacts.

Youth & Students -- Today’s youth and students will inherit the earth
as climate change crisis makes it more dangerous and less habitable,
and will thus be the most in danger in their prime. It is they who
should understand and voice these concerns, support the struggles of
the frontline communities trying to keep the earth more habitable, and
demand from their ‘leaders’ strong and meaningful actions. We are
inviting our young friends from colleges and universities to come and
join this rally in large numbers, in the interests of their own future
and that of their young in future.

Small / marginal farmers – India is still the land of farming
dependent people, with over 55% of its population involved. The
climate change impacts on small & marginal farming has been extensive,
though little mentioned in general – whether through droughts or
excess rains, unusually hot days & nights during growing seasons or
hailstorms. Instead of taking urgent measures to address these
challenges and facilitate the viability of small farming as the
backbone of food production, the government keeps putting additional
pressure by acquiring productive agricultural land, increasing input
costs and uncertainty in marketing. The UN negotiations are moving
towards putting additional burden of mitigation on small farmers, by
pushing soil carbon sequestration in small farms as a solution. To
demand real climate solutions which will reduce the risks for small &
marginal farming, we invite farmers unions/ groups to take part in
large numbers.

Women, Children, Senior citizens, other marginalized and differently
abled -- In a climate challenged world, where people and communities
have to struggle for essential resources, it is the women, children,
senior citizens and people of alternate abilities as well the
marginalised/ostracised caste/gender communities who suffer first and
the most from the impacts of global warming - whether it is walking
increasingly long distances to find water, or facing the vagaries of
climate change on their small farms, livelihoods, access to drinking
water,safe shelter, healthcare and resources to combat and cope with
climate extremes. We invite strong presence from all of them to
highlight their concerns & demands.

Civil Society / Activists -- All Civil Society Organizations and
activists concerned about the impacts of climate change and supportive
of this initiative.

20 सितम्बर 2014 को आयोजित जन जल वायु परिवर्तन यात्रा / रैली / एक
सन्देश है देश की नई सरकार के लिए। दिल्ली कीराजनितिक गलियों मैं 2000 से
भी अधिक जागरूक नागरिक जल वायु परिवर्तन से हो रहे प्रभाव को गंभीरता से
लेने की गुहार अपनीसरकार से करेंगें ।

गत वर्षों में प्राकर्तिक आपदाओं से हो रहे नुकसान से कोई अछूता नहीं रहा
है। ये आपदायें नित नया रूप धारण कर जीवन असत व्यस्तकर रही हैं। इन
आपदाओं का कहर समाज के सबसे कमजोर वर्ग के लोग ही सहते हैं। उत्तराखंड
में आये विनाशकारी बाढ़ से महराष्ट्र मेंबिन मौसम ओलों की वर्षा तक भारत
के हर कोने में ये आपदाएँ त्राहि मचा हैं, लाखों परिवारों को तबाह कर रही
हैं। विश्व मौसम विज्ञानसंगठन के अनुसार गत दशक ( 2001 -2010) “जलवायु
चरम सीमाओं” का दशक था। तत्कालीन दशक भी इसी ओर बड़ रहा है।

समय की पुकार है की समसत देश एक जुट इस आपदा को टालने के सार्थक प्रयास
करें। यही सन्देश विश्व भर में सैंकड़ों लोग एक साथअपने जन प्रतिनिधियों
को देना चाहते हैं।

यात्रा का महत्व

23 सितम्बर 2014 से संयुक्त राष्ट्रीय प्रमुख डॉ बेन -की -मून ने विश्व
के सभी नेतागओं को जल वायु प्रतिवर्तन को रोकने के लिए 1दिवस् बैठक का
आयोजन न्यू यॉर्क सिटी में कर रहें है। इसी मीटिंग के उपलक्ष में न्यू
यॉर्क में 100 ,000 से भी अधिक लोक जन यात्रा/रैलियों के लिए एकत्रित
होंगे. इस अति आवयशक बैठक में भारत का नेतृत्व कौन करेगा, अभी तक निश्चित
नहीं है।

इस बैठक से पूर्व अन्य देशो में भी इसी प्रकार के विभिन जन कार्यकर्म
आयोजित किये जायेंगे।

इस जन यात्रा/ रैली के माधय्म से हम:

जल वायु परिवर्तन के प्रवाहो से चिंतित विभिन समुदायों के लोगो की
सामूहिक माँग विश्व के सभी नेतागण तक पहुँचाना चाहतेहैं। हम चाहते कि इस
बैठक में सिर्फ चर्चा नहीं अपितु ठोस रानीति भी बनाई जाए।
जल वायु में हो रहे परिवर्तन से भारत के विभिन हिस्सों में लगातार बड़ रहे
प्राकर्तिक आपदाओं के बारे में जानकारी लोगो तकपहुचायेंगे ।
मीडिया के विभिन साधनों के जरियों से इस यात्रा / रैली के सन्देश को अधिक
से अधिक लोगोँ तक ले जायेंगे।
पर्यावरण व् सामाजिक उथान के क्षेत्र में कार्य कर रहीं विभिन संस्थाओं
को भी इस जन आंदोलन में शामिल करने का पर्यत्नकरेँगे। ये प्रयास यात्रा
उपरांत भी निरंतर रहेंगे।
जन संगठनों द्वारा जल वायु प्रतिवर्तन पर ठोस कदम उठाने हेतू तैयार किये
गए घोषणा पत्र को प्रधान मंत्री कार्यालय तकपहुचाएंगे।



यात्रा के सहभागी

कॉलेज के छात्र छात्राएं , स्कूल के छात्र, जन संस्थाएं, जागरूक युवा
वर्ग, निवासी विकास संगठन इतियादी के सदस्य यात्रा की शोभाहोंगे। रंगो से
भरी ये यात्रा दिल्ली के महशूर जंतर मंतर पर समापत होगी। अंतिम स्थल पर
देश भर से आये हमारी साथी अन्य लोगो कोप्रोत्साहित करेंगे व् अपनी बात
सबके समक्ष रखेंगे।

यात्रा से पूर्व 19 सितम्बर को हम विभिन जान संस्थाओ के साथ एक विचार
विमर्श संगोष्टी का भी आयोजन करेंगें। इस संगोष्टी में जलवायु परिवर्तन
व् इसके विशालकायी प्रभावों के बारे में चर्चा करेंगें।
