It is increasingly being argued that development is now completely
securitised or that development is simply a technology of security wherein
‘it’ (development) does not work to minimize the gap between the rich and
poor but to police it, maintain it and to govern people through policies. This
relationship between security and development is being presented as
enduring and essential especially in State responses to violent resistance
by the Maoists in India. Increasingly, development policies are crafted as
a tool of ‘doing’ security more than alleviating the conditions of the
people. However, this security-development nexus remains largely
unproblematised in scholarly and policy interventions. This panel debates
the problems within the two terms and their convergence; the ‘policing
through development’, how it sustains the idea of the ‘other’ and keeps the
conflict thriving.
