For obtaining these documentaries, do contact the Films Division of the Government of India. website: www.filmsdivision.org or the PSBT- Public Service Broadcasting Trust www.psbt.org   Both these organisations might be having information on these documentaries.
If you do not get any adequate response do get in touch with Chandita Mukherjee, an independent filmmaker who can be of help. Her email is seascape at vsnl.net
